Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of opposing developments captured the grim essence of the current period. By day, negotiation efforts are fought: hopeful statements are issued from multiple capitals. Significant resources is expended on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from across the border, a capability afforded by timely intelligence. From observation points, defense planes that had been dispatched to intercept incoming cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons engaged: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, most likely delivered by Western nations. Every deployment shakes the surroundings, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: possibly the incoming missile won't hit its mark this time, protecting urban areas from ruin and another blackout.
Persistent Threats
Soon after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Unfortunately, the bullets missed the hostile drone – it maintained course toward its target.
Intermittently, this persisted until dawn. Kyiv faced the morning news: multiple fatalities, destruction and utility failures in many homes as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on Western support – a dependence that neighboring countries are demonstrably unable to substitute in the short term.
Ineffective Peace Efforts
The comprehensive proposal from Washington generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new proposal from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This cycle will, certainly, persist.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a premise understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unrealistic to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does minimal to deter Moscow, through diplomacy or military means, from believing that the current condition will not change more in its benefit in the coming year.
Divergent Views
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a total frontline collapse until conditions improve in its favour.
Present Conditions
Factually, there are no real preconditions for a armistice. Now, personal considerations are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their priority does not switch to domestic problems. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a just a single week to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require sustained allied backing.
